Planning for IT support/helpdesk

I have been asked to put together a staffing paper/support costs document that we will forward onto a client, it should include details like the ratio of staff per users, staff per server, qualification of staff needed etc. As this is the first timeI have been asked to do anything like this I would appreciate any help/websites or just general advise that you could give, I have three days to get this done. I have had a good look through TPG and have found some good info, but I really need something more in-depth.

The client is located at three sites, has 400 users, MS and Novel servers. I need info on how many helpdesk staff, Network Engineers and what certifications they should have.
