plugging in computer starts power up cycle

My friend has an Acer Power 1000–cute little thing. He has had problems with it locking up. He brought it to me and I found that it doesn’t lock up, but moves EXTREMELY slow. I did the spyware thing, the anti-virus thing, and a registry repair thing. It’s better but not perfect. It seems to pause from anywhere from 30 seconds to as long as 15 minutes. It will always start up again if you are patient. While I was playing with this, I noticed that when I plug the computer in, the power up cycle starts up–it doesn’t always complete, but I don’t know if that is part of this problem or another problem.

I took it to the number 2 big box store in the area and told them about plugging it in causing it to try to power up, and they said that was not a problem. I totally disagree! Am I wrong? Is is ok for a computer to power up on it’s own? I think it’s hardware, but I have no idea beyond that. Any ideas?
