Polices & Procedures Template

Hello,
I need a template that I can request from the users to know exactly what have to do & what they are not allow to do, as for Example:
Users not allow to format their PC’s, Not allow to add/remove programs,…etc.

kindly, If any one has such template forward it to me as soon as possible.
