Policy Management Server

Has anyone implemented IBM’s Policy Director or Netegrity’s policy Management Server? I’m looking to do authentication and authorization for web apps as well as legacy applications. I’d like to hear real world experiences with either product or solution. If you also know of other products that fit the bill, feel free to recommend and state your experience and how your company is taking advantage of these solutions.

Again, the key items are Authentication and Authorization. A solution that supports web applications (Extra-net) as well as legacy apps, such as apps on Big Iron.
