Policy Notice at StartUp

Is there a way to show a screen at startup or before login to show acceptable use policies and have the end user accept before loading windows or logging in to windows? I know about the “LegalNoticeCaption” and LegalNoticeText” that could be used but I’m looking for something that covers the entire screen. Sort of a like a splash screen or screensaver with a button to click to accept. Any way to do this? Thanks.
