policy problem

Dear All,
When i apply some pilicy its work. After appling police in client machine go & open administrator account and change the firewall settings then again join domain that time its accepting only computer setting.
I want when user change their settings vai comp. admin when they jion to domain account only accept domain policy not comp. settings
