POP3 messages on server remain? or deleted?

Everything I’ve seen says that with POP3, email messages are deleted from the server when downloaded to an email client. However, I’ve also seen the option to leave email messages on the server when using POP3.

What is the technical explanation for this? Is it an extension to POP3 that allows messages to remain on the server?
