Portfast enabled on non-redundant connections to other switches

I’m pretty new at this… but my understanding was that portfast shouldn’t ever be enabled on any port other than those connected to a host. We have a vendor who placed the following in our documentation for a new building: “Portfast should be enabled on non-redundant connections to other switches”. Can someone please explain to me why this would be?
