power keep recyling.

One of the user installed a software and and it asked to reboot the system. After it reboots it keep recyling after the ntloader is up( to choose between regular and vga mode) then it reboots again. I took the drive and scan for virus, but it doesn’t find any viruses. I tried last know good start up, it doesn’t work. What is most likely the problem?
