Power-off button

I know someone with an Intel Board or at least that’s what she says. On the top left corner ar the BIOS POST screen(first boot-up screen) says, “DR742E BIOS REV. 1.03. The problem is that it won’t shutdown entirely. I activated the ACPI Bios in the BIOS Setup Screen and the Power Management but when we select Shutdown from Windows, all the board do is a restart before I tweaked with it a little. Now it just goes to a black screen and the tower remains on. At least in this way, it is supposed to turn off after pressing the power button for 4 seconds and it should power-off. Well, it doesn’t. We have to press once, count 1 second, then release and count another second before holding for 4 seconds for power-off. I want to know if anybody has expeerienced this and of course a solution. This is the first time I’ve seen this and the only thing that comes to my mind is that the motherboard is somehow damaged. Anybody?
