power supply fried, other ? too

I have a amd 1700+ , the power supply has that sunny fresh, yet burnt smell… But on replacing the Power supply, i get nothing, no post beeps, no video, etc. I know its possible for the ps to take out the motherboard and CPu as well. Do you think this is what happened? I reseated everything first, and then took everything off of the mobo that wasnt necessary. I also reset the bios, hoping that would help, nothing.

My other question is this: Ifyou havea cpu chip that has fried, and put it in a new motherboard… will that cpu fry the motherboard as well, or vice versa? thanks
