Power Supply or Motherboard??

OK, here’s what’s happening:
The computer’s an Emachines T2682 w/ an Intel Celeron 2.60Ghz CPU, and what’s happening is when it boots up, nothing happens but a low grumbling sound from the int. mobo speaker, no fans, no nothing; checked the power supply both at the mobo board conn. and at the hard drive conn., and both seem fine, running correct levels of current. Checked CPU/heatsink fan, no evidence of CPU being fried; tried diff. CMOS battery, nada as well. BUT—-when I unplugged the 2nd(4-pin) 12V auxiliary power conn., both the P.S. & CPU fans came to to life, so something’s overloading the power supply, or there’s a prob w/ power supply itself. How can I tell if the load problem lies with the PS or with the mobo?? What’s the aux. 12V power conn. go to??
