Powertoys Keyboard Manager VO.18.2

This new release seems t have a bug I am unable to fix.
I successfully downloaded it and now use an allocated key “[” to mute the sound of a video as my keyboard can only do a pause or change the volume up and down.
When the full screen of this program is in my view it works fine. However, as soon as I minimise it to the toolbar, it no longer functions. So I shifted the position of the window of this program so that just some of it appears on my screen and then it works. Any ideas? Who wrote the program?
