Powerusers in Win2003 Server

Dear IT Gurus,

I have a Win2003 Server and have Win2k workstations. I have certain apps on the Win2K stations that require power user or above level of security to operate. I know that Win2003 does not have a power user group. So how can I get some of the domain users to become powerusers on their own work stations?
