PPTP VPN inside IPSEC VPN

I have a remote office connected via Managed AT&T IPSEC VPN over T1. When W2K user attempts to establish PPTP tunnel to outside vendor over Internet inside this VPN it takes 3-5 minutes to connect. If W2K split tunneling is disabled, it connects immediately. Operation either way works, but long connect time has user upset. Any suggestions?
