“Press F1 to enter Setup” msg upon boot?

I’m about to go to a co-workers house to help her figure out why she gets this message every time she boots up her PC. (actually, once in a great while the message won’t appear) Because I haven’t seen it yet, I may have the message slightly incorrect but I’m sure you’ve all seen this at one time or another.
I’m not sure if this is a hardware or software issue. I’m leaning towards either hardware or the BIOS since Windows hasn’t yet loaded. I was thinking of pulling cards to isolate it. Before jumping into the project though I thought I might get some tips from you nice people first.
