Prevent Shut Down access using Group Policy

We are using thin clients to RDP into virtual machines running XP Pro. We want all users to ‘log off’ instead of ‘disconnect’, as disconnecting keeps the session active on the XP virtual machine (where other users can’t log on). I removed that Disconnect option using a Computer Config > Admin Templates > Win Comp > Terminal Services. But now instead of Disconnect, it shows the option for Shutdown…which would be equally as bad if not worse. I need a way to prevent both shutdown and disconnect, but the shutdown I’ve found in group policy is a user config instead of a computer config.

I really don’t want to apply a local policy or a user policy if I don’t have to. A local policy would apply to admins as well, which isn’t helpful and a user config would apply to any PC that user logged into. Anyone see another way around this? A Computer Config Group Policy I’m missing?

Any help would be great. I’m running MS Server 03 in a domain environment.
