Print Operators and Power Users

I have many users who are traveling and have laptops. We restrict their user rights and make them Power Users. They dont have the ability to add a printer on the domain or even at another location (i.e. a conference). Is there anyway its possible to give them the ability to add a printer without giving them admin rights so that when they travel they can add one?
