Printer Spool stuck when power off or Queue

Error “The Print spooler was unable to connect to your printer. This can be caused by your printer being turned off, the cable being
unplugged, or being connected to a VPN, which will block you access to you local network
Your document will print when the printer becomes avaiable.”

Above popup comes on my Windows 2003 server screen. After press ok button printer will start the spool. Can you please how do I fix this. From manage this spool from client PC, can be use script or bat.
Please advise me.
