Privilege level for VLAN Tech

Can I create a privilege level, lets say 3, to allow only the commands needed to change the VLAN on a port?
I would like to give my “VLAN TECH” access only to change the VLAN on a port.
The tech would then enter something like..
ena 3
password
conf t
int gig0/x
swit acc vlan x
