problem loading windows 98

when loading a fresh setup of win 98 in dos i’m getting an error while loading the setup files,,,it says that there is problems loading the .bat files due to a possible virus or hardware or software problem,,,I’ve fdisk’d and formatted the hardrive 3 times and still get this error when i try to load the o/s plse advise TIA
