Problem of receiving mail by my outlook

help me please.
I have got a serious problem since september 2009.
it is about our mail application.we have a mail service provider.but we noticed that we can not send mail by ootlook but still receiving mail without problem.
i have found it strange.
at beginning i thought it was a virus.
Still the same problem.
i can not send mail.
help me.
