problem restoring a window from the taskbar

I program I often use appears on the taskbar, yet when I right click and try to restore it nothing happens. I can maximize it and the program comes up but I cant size the window and therefore cant move it. Its either all or nothing. I moved the taskbar to see if it the window size was tiny and hidden behind the taskbar, but that revealed nothing. It is almost like the window is off the screen somewhere. I have dual monitors but it does not show up on the other monitor. Any ideas how to regain sizing control over the window?
