Problem vth my 1603 router

When i switch on my 1603 router console, enable, line vty passwords are configured but i’m unable to do routing line static, dynamic are not at all working vth my router, if i enter through help the commands was not displayed whereas at the other end i connected my 2503 router, it is working properly. Assist what might the problem for this.
