Problem with Domain and Oracle..,,

OK here it goes..,,

i’am an administrator on a domain, i’am using Windows 2000 Server and Oracle 9.i on an a custom application that runs in my office. i have a problem..please i need help..
The problem is..
1. Every user in my domain must have a rights as a domain admin in order to run that application, how to fix this..?? is there any configuration must i implement to fix this problem..,
2. are those problems, caused by mis-tuning the oracle database program, just FYI i didint tune the oracle, my friend does it, is there a configuration on oracle so that an ordinary user can access the database, without having a rights as a domain admin..
