Process to check if Internet goes down

HI, i am a beginner in IT security. I need some suggestion for the below requirement from this community,

1) From the point of IT security, what should i do if my company internet suddenly goes down? Kindly suggest me some low to high level analysis from the view of IT security.
2) I am planning to automate management reports through python, please let me know some open sources where i can check the code(output should be shown in the form of dashboard).
