Program Load Data in BSS ( CDMA 2000)

Is there a standard for accessing the PLD ?
Do all the BSS manufacturers use their own proprietary software to interface with OMC ?

How can a Tool developed to display , edit and compare two different PLD be effectively used for other Systems ?
