program responce

I have a Toshiba labtop with vista home prem. with 2g mem (pc5300,667mhz) and 160g hdd with dvd-rw. I am having problems with opening programs from the desktop. I have checked compatablity and all seams to be ok.I have hibernated the virus, pop-up, spam progams. It still act the same as if I hadn’t done a thing. When I double click on a icon it opens but doesn’t act on the program,it locks up and I have to go into the task mang. and stop the task to clear it.Any help will work. also the dvd drive won’t respond.
