Prohibit Closeing and Minimizing a Window

I am Running a Win2k Server Domain and XP Clients. I would like to be able to prohibit the end-users from Closing and\or miinimizing the apps I have loading on Login. I have searched through the Policies and could not find a solution. Maybe a Registry edit for this exists. Any assistance greatly appreciated.
