Project management – Few important

im practising project management and i have few clarifications:

-what are various tools and techniques used to do the costing?
-are there any existing standards to do costing for a given project scenario?
-what kind of risks are captured in project plan?

i have only few questions for the moment and i would be thankful for the answers.
