Project Staffing Requirements

I am in the process of creating project staffing requirements for a large database project. Has anyone heard of a “rule of thumb” for what percentage of Technical Writers to Programmers/developers should be used on a large complex project. Or, approximately how many Technical Writers are there and how many Programmers/Developers are there in your company?
