prompt before a shutdown on XP

In order to get an application to work correctly, we had to set up users in one of our warehouses as local administrators.

We need to keep, or deter, them from shutting down their computer when they leave for the day.

Is there a way to add a prompt when a user tries to shutdown that says “Please do not shut down this computer” or something to that effect?

Can we move the shutdown button somehow?
