Properly staffing an organization

Does anyone have any ideas or recommendations on how to staff an organization with the appropriate number of people to do the job. perhaps a ratio of technicians to users for computer support or number of technicians per ports in network area. I realize that a lot of things can influence this type of decision but I’m looking for some guidelines that may help.
