Proxy Server

I am looking to add a proxy server to control web access. My primary goal is to throttle bandwidth.

I am working to have all remote offices route over MPLS to headquarters for their internet access. If UserJoe in Detroit downloads a large file, I don’t want him consuming the full 1.5m MPLS line. However, I want a proxy that is capable of letting him have all of it if nothing else is going on.

I also want to be able to give our server communications priority.

My secondary goal is to blacklist MySpace, YouTube, etc. I would also like to see website viewed by each user and probably use some caching features.

Can anyone point me towards a good proxy tool? What are some of you using? What has been your experience?

Will I need a proxy at each office to control throttling or will just one a headquarters be able to do that?

FYI: I am running Server 2003 Standard R2 but will be moving to 2008 in the near future.
