Proxy Server – Blocking certain Sites

Please tell me how can I block certian sites.
And more specifically, how can I block MSN Explorer users from using that software, whereas I want them to continue using MSN Messenger.
My network specs are:
Win 2K Server SP2,
MS Proxy Server 2.0
All of my clients are using WinSocks of the MS Proxy Client.
