Proxy Server – Censoring certaing users

Some users with romaing profiles are not able to access the web, while other users with roaming profiels are able to access the internet.

IF a users does get access, there type in an address such as www.cnet.com and get our default startup pageeach time they try to access a new site.

Any help would be appreciated.
