Proxy Server error 1075

I have been having trouble getting the RAS Service to start. Microsoft says to remove the RPC Configuration from the Network Properties, and then add it again and restart. I did this exactly as instructed, but I still get the same error when trying to install RAS. Someone please help me figure out how to rectify this error.
