Proxy setings

Situation:
– All the laptops from domain have proxy settings from AD GPO. So, when a laptop is in LAN they receive the proxy from GPO.

How can I change the proxy if the user don’t have admin rights?

Do you know any tool which can manage more then one proxy configuration ?
