Proxy Settings through Active Directory-2003

I have deployed Proxy Settings through Group Policy to my network. Now i want to give some of the users to change the proxy settings and for some of the users not to change(Disable the settings with default).

How to configure using Group Policy in Windows 2003.

Please help me out.
