ps/2 mouse conflict

I have to reboot twice for the pc to recognize the mouse. I have a ps/2 mouse and a USB keyboard.
Rebooting once-the mouse is not listed in system devices (no cursor at all). Reboot again and mouse is there. Do you know of a conflict between the two? The pc is generic. Keyboard and mouse are Dell.
