Public Folder Replication not working? Wasted a week on this.

I am having a slight issue and hoping someone could help me with this. I have 2 exchange 2003 servers. One is a master which we will call “master” and one is a member which we call “member”. Everything is working fine with the two together except for the replication part of it. Master contains all the public folders. One thing I can’t get to work for the life of me, and the only thing that I care to get working is the Free Busy at this time.

When I login to Member’s exchange web interface I can see the public folders and free busy if I login a second time after choosing the folder. But….If I use outlook from the member domain I never get this prompt and I never see the public folders or free busy.

But, If I login to outlook from Master domain I am able to see everything. What is the deal with this? Is it sometype of permission. One of my co-workers set this up and he improperly removed and moved stuff around, deleted child domains, and exchange servers. His screw up has made this a lot harder than what it should be.
