public & private IP for my Proxy???

well i have configured a webserver, proxy server, ftp server, telnet server, database server, firewall server and backup servers at my house. I want people logged on to the internet access my PC as a webserver, in other words if they type the IP of my PC, they get to my ROOT directory for website.

Everything is working perfectly on the INTRANET, but i cant get an idea to get a PUBLIC IP so that people outside my Local Network can access me using my IP address. My webserver is not dialed directly to the internet, my webserver is infact another client like other servers configured. And i want both the IPs if possible for my webserver like my proxy server that is directly configured to connect to the internet directly.

I dont want the solution to get a leased line or DSL here, just on the DIAL-UP for certain reasons, i would have to supply the new alive IP i am online with i know, but is there a solution by which i can attain a PUBLIC IP and PrIVATE IP for my webserver?

Is therea way???
