QoS HTTP- Downloading Traffic.

Is this possible to implement on cisco ISR series routers? I knew internet browsing is using port 80/http but plenty of downloading sites use http port 80.

My main goal is give http download 30% of my 3Mbps internet line.or even block the ip address when the router detects so much traffic on specific ip address.

Your guidance is very much appreciated.
