Questionable quality of a TechRepublic White paper

I have just downloaded and read a TechRepublic White Paper entitled ” A study of comparison of Network Simulator -3 and Network Simulator -2″, as published in the IJCSIT (International Journal of Computer Science and Information Technologies), Vol. 3(1), 2012, 3085 – 3092,

I’ll leave others to decide the veracity of the paper itself, since I’m a student at an equivalent of a US Community College.

However, one thing that struck me as odd was that the references given at the end of the paper bear no relevance to the paper itself, which leads me to question the quality of the source journal itself, ie, that they would allow the paper to be published without picking it up at the peer-review stage. (I’m assuming this is a peer-reviewed publication), or that the authors didn’t pick it up, even subsequently, and correct it.
