RAdmin cannot be installed

Hi, I try to install RAdmin 2.1 server, but r_server.exe cannot be installed, including its .DLL. Fyi in my computer installed also Symantec Antivirus. Although services of Symantec have been stopped, but I still cannot install RAdmin..please help, why like this and what should I do ?
