Random dial-up network dialing

There seems to be no reason for this PC to dial up to the internet, but it tries at what seems to be random. I have made sure ICS is NOT enabled, i have REMOVED family logon and VPN and have told W98SE NOT to use dialup networking to connect to drives. I have installed Zone Alarm and it does not report anything accessing the internet. This question has been posted but not resolved in microsoft.public.win98.gen_discussion, so I know i’m not the only one with the problem.
