RAS out of Buffers

Windows NT Workstation 4.0., 64k RAM, 350 mhz,Dell Optiplex. This workstation has almost no 3rd party software installed. Dial up Networking is installed. 56k modem installed and tested fine with a dialup account. Installed and configured softwarethat is running on another NT workstation and no problems. This workstation gives a RAS out of buffers message when it dials up. Also when I try to dial up from DialUpNetworking it gives an Error 614 Out of Buffers. This software uses a Script file in DialUpNetworking. Technet refers to the Script file as the culprit but the only solution they give is to reinstall Service Pack or RAS. Reinstalled SP5 several times, upgraded to SP6 also, reinstalled RAS, still receive out of buffers message. Also reinstalled third party software.
