RCP-HTTP problem

Hi all,
I have a Windows 2003 standard running a webmail (Exchange 2003) available via the Outlook’s client. In other words, users can DL their emails in Outlook wherever they are in the world but since a few weeks, this is not possible anymore. When outlook tries to connect, it just fails ! Strangely though, users can still consult there webmail online and they even receive the mails on there smartphone. We use Outlook 2003/2007. We investigated on certificates, DNS resolution, firewall and we even restarted the server.
I noticed though that at startup it returns the following error message (event id 7023) : “The Remote Access Connection Manager service terminated with the following error:
The specified module could not be found.”
I also noticed that RPC service is totally greyed and I cannot interact with it.
But if these services are to be working properly, how come users can still download their mails on their Smartphones ???
