rcp server unavailable

my mates pc had the blue screen of death, I’ve managed to get it working again. I downloaded the drivers for the modem and network utility from the dell site but when the setup installer for the drivers runs it comes up with RCP srever unavailable and quits the installation.
Can anyone explain this for me and give a solution
