Reactivate offline Array or down HD

I have 4 hard drives, 3 are member of Adaptec 131U2 Raid 5 and 1 is the spare.

A while ago, ID1 & ID3 were down, ID2 is OK.
In fact, ID1 motor stopped and NOW it comes back. How do I force the ID1 down status back online? I should reconstruct the Raid from ID1 and ID2.

By the way, all the command CI/O is gray and I can reconstruct hard drive and reactivate the offline array.

Is there one unversal Raid utility for all the different Raid controller card?

Are any more flexible and better Raid card to allow me to force to turn down hard drive to up, force to turn offline array to online manually as I know ID1 is OK physically?
